К концу войны власти разыскивали 137 тыс. человек, уклонившихся от призыва. 16 сентября 1974 президент Дж. Форд [ Ford, Gerald Rudolph, Jr.] объявил "условную амнистию" этим лицам с обязательством прохождения ими двухлетней гражданской службы, однако лишь менее 10 тыс. человек воспользовались этой амнистией.
